Role: Business Analyst / PM – Legacy Modernization Location: Onsite - Austin, TX Client Name: Texas Health and Human Services Commission ( State client ) Job Qualifications/ Skills: Minimum 12 years experience • Experience in Legacy system analysis and modernization strategies. • Experience in Software Development Lifecycle (SDLC), particularly for web-based application development. • Experience in gathering requirements elicitation and documentation (business, functional, and technical). • Experience in translating legacy application behavior into modern web-based system requirements. • Experience in Stakeholder facilitation, communication, and consensus building, Project coordination and task tracking. • Knowledge of analyzing SQL-based data models and system integrations. • Reviewing system workflows and identifying modernization opportunities. • Written, verbal, and presentation communication. • Create clear, complete, and testable requirements documentation. • Work effectively with cross-functional technical and business teams. • Identify system and compliance gaps and propose feasible solutions. • Adapt to evolving technical requirements and modernization complexities. • Maintain productive working relationships in a fast-paced project environment. • experience in business analysis or PM/BA roles. • Demonstrated experience converting legacy applications to web-based solutions. • Hands-on experience working with .NET development teams and SQL databases. • Experience with project management methodologies. • Bachelor’s degree in business, Computer Science, Information Systems, or a related field. • Experience supporting large-scale IT systems within government or regulated environments • PMP,PMI-PBA, CBAP, or similar certification preferred. Role Summary Under the direction of the IT Applications Director, the PM/Business Analyst (PM/BA) will support modernization initiatives by leading and executing business and technical analysis activities for the conversion of legacy applications to modern, web-based solutions. This staff augmentation role works closely with technical teams, stakeholders, and subject matter experts to plan, analyze, document, and validate system requirements. The PM/BA will leverage strong knowledge of .NET technologies and SQL-based systems to translate existing functionality into clear, actionable requirements that support web application development. This position operates with limited supervision and requires the ability to work independently while coordinating across multiple technical and business teams.
