Overview:
We are seeking a Business Analyst to support a State Medicaid initiative. This role will focus on bridging the gap between business stakeholders and technology teams to ensure the effective planning, execution, and oversight of waiver-related system changes and program objectives. The Business Analyst will collaborate with cross-functional teams, including program staff, IT developers, policy leads, and external vendors.
Duties
β’ Gather and document business, functional, and technical requirements
β’ Analyze policies and translate regulatory guidelines into system requirements and process flows
β’ Facilitate meetings with stakeholders to validate requirements and manage scope
β’ Develop user stories, use cases, and process documentation to support system design and implementation
β’ Support UAT planning and execution by coordinating test scenarios, tracking issues, and documenting outcomes
β’ Provide project tracking updates and assist in maintaining project documentation, timelines, and deliverables
β’ Monitor program metrics and support reporting activities for CMS compliance and performance evaluation
Mandatory Qualifications
β’ Bachelorβs degree in Public Policy, Health Administration, IT, Business, or related field
β’ 5+ years of experience as a Business Analyst, preferably on healthcare or Medicaid projects
β’ Strong understanding of Medicaid policy and eligibility
β’ Experience gathering and documenting business and technical requirements
β’ Familiarity with Agile and/or Waterfall methodologies
β’ Excellent communication, presentation, and documentation skills
β’ Proficiency in MS Office Suite (Word, Excel, Visio, PowerPoint)
Desirable Qualifications
β’ Knowledge of NYS Medicaid operations or similar public health programs
β’ Familiarity with JIRA or similar tools for requirements tracking and documentation
β’ Experience working with NYS government clients and multidisciplinary teams
