Role description
We have a 1-Year, 100% remote, Business Solutions Analyst contract that may be extended by our client for up to another 3 years, in Sacramento, California. The anticipated start is November 18, 2025.
Our client is seeking to obtain a Business Solutions Analyst who specializes in business analysis services on existing and emerging technologies, business process reengineering, training, and mentoring on business analysis, and agile methodology adoption. The Business Solutions Analyst is expected to be an experienced team member who can function as Lead Business Analyst, Scrum Master, Product Owner, or Agile Coach.
The Business Solutions Analyst may identify, analyze, document requirements and recommendations for improvements to business processes and supporting systems; driven by business needs, stakeholder problems, legislation, court order, policy decisions, or any factor that may drive the business to look for opportunities to make process improvements.
The Business Solutions Analyst may assist with the development of Business Cases, Initiatives, Concepts, Department of Technology Project Approval Lifecycle documentation and artifacts, Strategic Plans, Product Backlogs, Sprint Backlogs, Business Requirements, Mid-level and Detailed Solution Requirements, Test Cases, Test Data, and other business analysis related documentation.
The Business Solutions Analyst will collaborate with Bureau of Criminal Information and Analysis leadership and staff, provide deliverables, and report progress. The Business Solutions Analyst will collaborate with BCIA leadership and staff to align analysis information with business process documentation and collaborate with system/technical analysts and developers to align business processes with technical systems.
The Business Solutions Analyst will assist with establishing, implementing, and conducting business analysis activities to achieve business objectives. The Business Solutions Analyst may assist with all the project approval lifecycle and software development life cycle phases; including pre-planning, planning, analysis design, development, implementation, go-live, post implementation stabilization, monitoring, and project close out. This may include performing all business analysis activities related to developing business cases, strategic plans, project concepts and initiatives; identification of business goals, objectives and requirements; identification of implementation Owner, stakeholders, processes, procedures, systems, reports and documentation; requirements analysis, design and verification; gap analysis and process-re-engineering; training and mentoring state staff; and acting as a Lead Business Analyst, Scrum Master, Product Owner and/or Agile Coach.
The Business Solutions Analyst must follow business analysis standards and methodology utilized within our clients' system for project tasks, artifacts, and activities. Initially, the Business Solutions Analyst will assist the Bureau of Criminal Information and Analysis with performing business analysis activities necessary to implement and Assembly Bill that requires our client to process change processes and systems to handle new requirements, including specified processing times and new authorizing sealing statutes.
Minimum Qualifications
β’ A bachelorβs degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. NOTE: If no degree, candidate must demonstrate a total of 9 years of experience to meet the minimum qualification below.
β’ 5 years of experience applying analytical processes on IT projects. 3 years of that experience must have been in business systems analysis and design.
β’ 3 years of experience within the last 7 years serving as a lead business analyst, either working independently or directing the work of other business analysts, on business processes and systems that required collaboration with cross-functional teams and subject matter experts from business and technical teams.
β’ 3 years of experience during the last 7 years as part of a software development team writing documents for technical consumption, such as business requirements, mid-level requirements, detailed solution requirements, user stories, user interface (UI), use cases, mock-ups, and sequence diagrams.
β’ 3 years of experience during the last 5 years performing business analysis on processes and solutions that utilized any of the following technologies or standards: Secure File Transfer Protocol (SFTP), Web Services, National Information Exchange Model (NIEM), Information Exchange Package Documentation (IEPD), Logical Entity exchange Specifications (LEXS), Java J2EE Oracle Databases.
β’ 3 years of experience within the last 5 years serving as an Agile Coach, Product Owner, or Scrum Master.
Desired Qualifications
β’ A masterβs degree or doctorate from a recognized college or university.
β’ 6 years of experience applying analytical processes on IT Projects. At least 3 years of that experience must have been in business systems analysis and design.
β’ 4 years of experience within the last 7 years as a lead business analyst working with criminal history or similar business processes and systems.
