Overview
Sheer Jobs is recruiting on behalf of a local authority for an outstanding Chief Digital, Data & Technology Officer (CDDTO). This is a senior interim leadership role requiring a highly experienced professional with a proven public sector background, capable of leading large-scale digital, data and technology transformation within a complex government environment.
You will act as the Council’s principal authority on digital, data and technology, driving innovation, transformation, and system-wide collaboration to deliver modern, citizen-focused services.
Key Responsibilities
• Lead the strategic vision for digital, data and technology in alignment with organisational and public sector priorities.
• Act as the senior adviser to executive leadership and elected members.
• Oversee a major digital investment portfolio, ensuring value, governance and delivery.
• Drive transformation through adoption of emerging technologies including AI and automation.
• Lead large-scale, multi-agency programmes, acting as SRO where required.
• Develop and implement enterprise-wide data strategy, governance and ethical frameworks.
• Ensure secure, resilient and scalable digital infrastructure and cyber security practices.
• Provide leadership across public sector partners to enable integrated service delivery.
• Lead and develop a high-performing, multidisciplinary team.
• Manage supplier relationships and ensure strong commercial outcomes.
Essential Requirements (Public Sector Experience Mandatory)
• Extensive senior-level experience (CIO/CTO/CDIO) within the public sector (local government strongly preferred).
• Proven track record of delivering digital, data and technology transformation in a government or public service environment.
• Strong understanding of public sector governance, political landscapes and multi-agency working.
• Experience working with elected members, senior officers and external public bodies.
• Deep knowledge of data governance, cyber security, enterprise architecture and emerging technologies.
• Strong commercial acumen with experience managing large budgets and contracts.
