Performs administrative work in establishing the strategic plan, goals, and objectives for the branch; develops policy, reviews guidelines, procedures, rules, and regulations. Develops and evaluates program activities; reviews and approves budgets; provides guidance to staff regarding the contract and grant administration processes. Provides scientific direction to the programs within the group Directs the review and revision of legislation and develops the agency position regarding legislative impact. Ensures scientific integrity of registry methods, data collection, compilation, analyses, and dissemination. Testifies at hearings, trials, and legislative meetings on matters relating to group programs, as appropriate. Develops highly advanced reviews for various special projects as directed by senior management and interacts with senior management on policy issues as directed. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. To perform these job duties, this position may require working extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 35% Manages and directs activities of staff in Congenital Syphilis (CS) and Data Analytics (DA) Groups. Establishes goals and objectives for data management and tracks data deliverables/milestones, such as visualizations and reports, by setting overarching targets and timelines for program staff to follow. Demonstrates time management by adhering to the deadlines that has been issued by the Director IV, ability to negotiate data deliverables, program strategies, priorities, and timelines, and communicates with Director IV for any issues that may arise, and facilitation skills to identify project risks and gaps by data analyses, setting program goals, and expectations, and finding opportunities for data collection and program performance improvement. Reviews and implements techniques for evaluating program activities and develops performance standards for achieving program goals by including surveys, interviews with program staff and creating data analysis to help gather valuable insights of the program implementation and impact. Plans, direct, develop, evaluate and oversee the budgets by running reports from CAPPS Financial reporting and sharing the spreadsheet with the Director IV. Develops, reviews and approves budgets and expenditures monthly and prepares funding allocation for program. 25% Develops and establishes goals and objectives for the CS and DA groups within the Community Health Improvement (CHI) Division consistent with the DSHS strategic plan. Develops, implements, monitors and evaluates group standards, policies and procedures for the CS program, and sets rules in place to support essential operations to confirm compliance with state and federal laws and regulations. Reviews result of internal audits, research studies by collecting data products produced by the team (e.g. data visualization publications, presentations and reports). Develop advanced statistical and operations data reviews for various special projects as directed by senior management (e.g. data visualization publications, presentations, and reports). Provides guidance and oversight and guidance to CS and DA groups, including executive and management level staff, ensuring compliance and adhere to standards and established procedures. On a monthly basis, reviews data around disease management, including testing, treatment, and reporting guidelines, rules, regulations, and implement and monitor program adherence ensuring program is alignment with federal, state, and agency laws and regulations. Performs related work as assigned by Director IV. Interacts with senior management on policy issues related to the program’s effectiveness. Initiates and guides program challenges and successes and evaluating outcomes. 20% Works with section director and other managers on the evaluation of legislation related to any of the program areas and monitors compliance with legislative mandates. Consults with senior management to ensure that legislative-related activities and assignments and other departmental assignments are handled promptly and appropriately. Represents the program at business meetings and conferences. Testifies at hearings, trials, and legislative sessions. Prepares and presents verbal and written project communications to executive leadership and stakeholders regarding CS progress and initiatives. 15% Supervision and management of staff. Responsible for hiring and selection, plans, assigns, and supervises the work of direct reports and guides the development of staff priorities, initiatives, and work schedules to achieve objectives and performance indicators. Conducts performance evaluations, recommending personnel disciplinary actions, scheduling and approving leave and monitors the ongoing activities of staff. (5%) Other duties assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. A minimum of 3 years’ experience working in the field of public health or similar program with a public health perspective. A minimum of 3 years’ experience in supervision of employees including hiring, staff development and evaluation, counseling, and identification and implementation of human resource activities. Experience in human resources, information technology, financial, contract, and grant management, and daily section project coordination activities required.
