At Prevailance, we are committed to delivering trusted expertise in support of our Navy partners. We have an immediate opening for a Manpower & Manning Analyst to support the Admin Department (N1) of the Surface Combat Systems Training Command (SCSTC). This position is based on-site in Dahlgren, VA. Travel may be required.
Responsibilities will include, but not limited to:
Review Training Project Plans and provide written change recommendations
Conduct position mapping with SCSTC N1/N7 and support POM/Feasibility Study analyses
Collect and analyze data to identify and prioritize billets, training devices, and facility requirements
Support demand signal planning, TPM surge analyses, and capacity determinations
Research, analyze, and report training metrics; prepare briefings for leadership
Review and evaluate manpower databases (TFMMS, CeTARS, FLTMPS, AMD) to determine requirements and trends
Requirements:
Qualifications:
3+ years in Navy MPT&E/manpower/manning analysis or equivalent program analyst role
Working knowledge of AMD/TFMMS, FLTMPS, CeTARS, BOL/NEC concepts, and fit/fill metrics
Strong skills in Excel (PivotTables, LOOKUP/XLOOKUP, Power Query) or SQL; able to build repeatable dashboards
Completion of Questionmark Perception (or successor) training, required for all SCSTC schoolhouses
Experience with SCSTC/NETC training pipelines and instructor NECs
Desired:
Familiarity with load planning, course convening models, and scheduling constraints
Experience with OBIEE, SharePoint, and Teams
Strong briefing and coordination skills across government/contractor teams
Prior Navy experience; PMAP/billet alignment analysis experience
Advanced Excel and/or Power BI for dashboards, reporting, and forecasting
Knowledge of AI-supported data initiatives for workforce planning
Education:
High School Graduate
Clearance:
Must be able to obtain and maintain a Secret Clearance
