Summary Role:
The Senior IT Business Analyst reviews, analyzes, and evaluates business systems and user needs, aligning solutions with overall business strategies. The role focuses on business process reengineering, system enhancements, and the application of technology to improve effectiveness. This position serves as a senior-level analyst in the Social Services Applications (SSA) division, providing expertise in eligibility systems (TIERS, SSP, EST, and related systems), developing business rules, requirements, and specifications, and ensuring quality assurance, compliance, and continuous process improvement across IT systems and processes.
Responsibilities:
β’ Review, analyze, and evaluate business systems and user needs to align with organizational strategies.
β’ Formulate systems to parallel overall business strategies and improve effectiveness.
β’ Lead business process reengineering and identify opportunities to apply new technologies to business problems.
β’ Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, and buy/build.
β’ Write detailed descriptions of user needs, program functions, and development/modification steps for IT systems.
β’ Provide analysis and guidance on interpreting policies and procedures affecting eligibility-system functionality.
β’ Analyze HHSC assistance program policies/procedures to determine impacts on SSA automated systems (TIERS, SSP, EST, etc.).
β’ Collaborate with HHSC business areas and external customers to define system-related business requirements.
β’ Serve as a senior analyst in developing and implementing eligibility program business rules, requirements, and specifications.
β’ Develop, implement, and maintain quality assurance processes, best practices, and performance standards.
β’ Monitor internal operations and vendor performance measures, reporting deficiencies to management.
β’ Support and lead continuous process improvement initiatives based on performance data and trend analysis.
β’ Perform root cause analysis and recommend corrective actions for IT systems and processes.
β’ Provide peer reviews of business requirements documentation and coordinate technical writing/editing reviews.
β’ Review complex project deliverables (charters, design docs, test plans, risk assessments) and provide input.
β’ Lead documentation and expertise efforts in response to internal and external audits.
β’ Prepare and present complex communications, reports, and project updates to all staff levels, including executives.
β’ Provide production support and technical assistance to users of SSA eligibility systems.
