Role description
SUMMARY:
We are seeking a highly experienced Senior Business Analyst with a proven track record in government consulting and Child Welfare Information Systems client. The resource will play a critical role in supporting the client in modernizing their legacy Social Services Management Information System client to a federally compliant client solution.
This role requires someone who can operate seamlessly within public sector IT environments, manage stakeholder alignment across multiple agencies, and deliver high-quality business analysis artifacts in a hybrid agile project framework.
Roles and Responsibilities
β’ Lead business analysis efforts across the department project lifecycle, including planning, requirements elicitation, documentation, validation, and stakeholder alignment.
β’ Develop, refine, and manage user stories within Azure DevOps, ensuring compliance with client standards.
β’ Conduct workshops, interviews, and requirement-gathering sessions with multi-level stakeholders across State IT, program staff, and third-party vendors.
β’ Model business processes and solution needs using BA best practices, creating systematic and consistent requirement specifications.
β’ Ensure federal (ACF), state, and agency-level compliance in all BA outputs.
β’ Develop and update key BA deliverables:
β’ Business Analysis Plans
β’ Project User Stories
β’ Journey Maps / Use Cases
β’ Requirements Traceability Matrices
β’ Partner with project managers and technical teams to ensure deliverables are completed on time, within scope, and within budget.
β’ Serve as a mediator between business/program and technical teams, ensuring clarity of vision and actionable requirements.
β’ Contribute proactively to the continuous improvement of business analysis processes within the Stateβs Enterprise PMO.
Requirements
β’ 10+ years of hands-on Business Analysis experience.
β’ Demonstrated experience with IT projects, particularly in Child Welfare Systems, CCWIS, or SACWIS modernization initiatives.
β’ Strong expertise in:
β’ Requirements gathering & documentation
β’ User Story development & backlog management (Azure DevOps preferred)
β’ System replacement / modernization projects
β’ Proven ability to translate business needs into actionable technical requirements.
β’ Strong understanding of project management principles (Agile, Hybrid, or Waterfall).
β’ Exceptional written and verbal communication skills with ability to interface with senior state officials, program staff, and vendor teams.
Preferred Qualifications:
β’ Hands-on experience in CCWIS implementations for other states.
β’ IIBA Certification (CCBA, CBAP) strongly preferred.
β’ Familiarity with federal CCWIS compliance guidelines (ACF).
β’ Experience in facilitating large cross-functional workshops and stakeholder negotiations.
