The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealthβs Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure.

About the Role
The GIS Analyst II is responsible for developing, integrating, maintaining, analyzing, documenting, and distributing GIS data layers and other GIS products. The Analyst is also the primary point of contact for municipalities and 911 staff regarding address updates, questions and mapping or address issues. Additionally, the GIS Analyst manages small projects.
This position is a full-time contract opportunity. The primary work location for this role will be at 1 Ashburton Place, Boston, Massachusetts, 02108. The work schedule for this position is Monday through Friday, 9:00 AM β 5:00 PM.
This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
Key Responsibilities
β’ Compiling, importing, reviewing (including QA), editing and enhancing GIS data from diverse sources, including developing linkages and matches to related data in geospatial databases, developing and using basic automated tools (in Python or SQL) and conducting visual review of GIS and related data developed both internally and by outside organizations.
β’ Resolving address and map updates from municipalities and 911 staff.
β’ Establish and maintain strong internal and external relationships and Interact with state, regional and municipal agency staff to gather GIS and related data files and to investigate potential data corrections and updates.
β’ Data analysis and reporting.
Qualifications at Hire:
β’ Three (3) years of experience with the tools and techniques in using GIS software to assemble or develop tabular data from various sources and link them to features in the GIS database, reformatting and / or processing the data using GIS and non-GIS software tools to make the tabular data compatible with the GIS data.
β’ Experience working with normalized databases; familiarity with municipal address assignment processes.
β’ Proficiency with capabilities of GIS software, including features such as pan, zoom, inquiry, selecting map features by attribute query and vice-versa; substantive experience with common data editing tools and with common buffer, overlay, and other spatial analysis operations; familiarity with geocoding and data symbolization (both vector and raster); and familiarity with basic cartography.
β’ Familiarity with geographic projections, datums, and coordinate systems and with how geospatial data are developed and organized.
β’ Familiarity with creating FGDC-compliant metadata.
β’ Familiarity with creating cartographic products using GIS software.
β’ Understanding of the importance of data quality and completeness as it relates to their intended uses.
β’ Ability to develop Python scripts or SQL queries
β’ Excellent written and oral communication skills, with the ability to communicate with various stakeholders and across technical levels.
β’ Demonstrated attention to detail with the ability to maintain consistent and updated documentation and adhere to data management best practices.
Preferred Skills, Knowledge, and Abilities:
β’ One (1) year of experience with developing and manipulating database tables using relational database software (e.g. Oracle, Postgres).
β’ One (1) year of experience in developing data quality assurance processes to maintain a high standard of information.
β’ Significant experience developing or working with complex relational database models
β’ Experience with developing and maintaining address data and mapping.
β’ Experience in using multi-role address locators.
β’ Knowledge of public safety Computer Aided Dispatch systems and a high end an understanding of how GIS services impact Police, Fire, and EMS.
β’ Knowledge of State and federal address standards including the National Emergency Number Association data standards and addressing requirements.
β’ Understanding of the Civic Location Data Exchange Format addressing standard and how this standard compares with the Master Address Guide environment for 9-1-1 services.
β’ Familiarity with on-line mapping solutions including ArcGIS on Line (AGOL)
β’ Familiarity with using raster data as a base map for on-screen digitizing and data QA/QC, for geo-referencing, or for photo interpretation/feature extraction and analysis.
